2. History of the partnership
BLK Real Estate Consultants is primarily involved in the provision of quality professional Valuation ,Real Estate Agency
We now pride in the production of quality valuation certificates based on sound inspections and surveys undertaken to schedule that give money value to our clients.
The partnership is duly registered with the registration of Business Names Act under No.299218 in the name of BLK Real Estates Consultants. It is currently professionally run and managed by qualified and experienced surveyors and consultants.
3. Technical proposals
Building Structural Surveys
Under Building Structural Surveys ,we undertake inspections of all types of buildings fixtures and installations so far as the nature ,design and furnishing allow and condition of the reports expressing opinion on the state and condition of the property and recommending the extent of any necessary remedial works .
In this regard ,it is most considered opinion that it is highly important to ordinary members of the lay public that we should use proper care to warn them regarding matters about which they should be warned over the construction or otherwise of a piece of property and they should be told what the facts are.

Our firm is registered under the relevant statutes /regulation to practice as Valuation Surveyors ,Property Managers and Estates Agents .
(b) The firm‘s Profile
BLK Real Estates Consultants is a firm of Registered Valuation Surveyors, Real Estates Agents and Property Managers ,was registered on 3rd October 1993 and became operational on 2nd January 1994.
(c) The Firm’s Experience
BLK Real Estates Consultants has rich experience and expertise in all fields of Property Consultancy and is able to provide Real Estate Agency Service , Valuation of Commercial, Industrial ,Agricultural, Residential and Leisure properties ,property Management of all classes of properties .
(d) Valuation of Properties
Valuations are undertaken for a variety of purposes including accounts, sales, mortgage, insurance, advice on real estate development and investment ,landlord /tenant, compulsory purchase and rating ,rent revision and other purposes.

Experience: 21years experience in local government, Lusaka City Council and Livingstone City Council , corporate and private practice in Zambia .Mr. Lazarus Kapichila Banda is currently, Principal Consultant and Registered Valuation Surveyor of the firm BLK Real Estate Consultant. Saved as Rating Valuation Tribunal Member 2005-2008 . Principal Consultant to Homenet Zambia.
Adel Yowela : BSC Land Economy ,Associates member SIZ and associate member ZIEA with 6 years experience in local Government and Private Sector in Real Estates Management and Consultancy and Rating Valuations.
Sokesi Brian :Bsc Land Economy ,Associate of SIZ and associate member of ZIEA.2years experience to local Government (GVD)and private sector and NGOs.

7. METHODOLOGY
7.1 Project objectives
We have studied the term of references and have identified the key project
objectives .
These are :-
a) To carry out physical inspection /survey of each of all the ratable properties.
b) To provide valuation roll and the assessment of ratable values.
We believe that the two objectives will best be archived through the execution of the following project components :-
i. Administrative tasks including mobilization and co-ordination of resources needed for the assignment ;
ii. Collection and review of available information on the properties such as Title ,planning other Consents including assembly of information .
iii. Surveying and preparing floor plans /drawings of the subject building and (where necessary)other infrastructure ;
iv. Analysis of data /information ,preparation of valuation rolls and assessment of values ;
v. Stage reporting at various stages during the period of the assignment as suggested in the Technical Proposal.
7.2 Background to the Methodology
Our methodology briefly describes how we will undertake and complete the assignment. In preparing the methodology ,relied on our extensive local and national experience in a number of relevant areas including:-
1) Surveying of land and buildings;
2) Property portfolio valuations;
3) Property maintenance and management ;and
4) project management
7.3 Logistical support
We have transport use during our field surveys and inspections ,including two four wheel drive vehicles .accommodation at the various location of the various councils we bid for are as indicated in the attached map of Zambia at Appendix 3.

8. Communication
Constant communication will be maintained between the field team and the Team Leaders (BLK Real Estates Consultants ) .This will enable the preparation of the interim /stage reports parallel.
9 THE CONSULTING TEAM
9.1 Basis of selection
In selecting our team, we have given considerable thought to providing staff responsible to the terms of reference. We have considerable strength in the following :-
i. Assembly and analysis of information for purposes of purposes of valuation rolls .
ii. Surveying and preparing drawings of existing structures /buildings .
iii. Preparation of valuation rolls.
iv. Valuation of all land and buildings
v. Experience in the local market
vi. Good reporting and communication skills.
PROPOSED FEES AND COMMISIONS
The proposed fees and commissions are negotiable 1 % and down on valuation fees and 1 Month’s rent or 10% of annual rental or rents collected and 5 % of sale price of the property.
