Question for Indo - Zambia Bank Limited

Why is it that sometimes when withdrawing money at ATM the cash is not disbursed but it indicates that the money has been deducted from the account? Later on it is reversed but does not indicate/reflect reversed amount. It's a bit confusing and worrying now.
